As part of the EU-WCO Rules of Origin Africa Programme, funded by the European Union, the World Customs Organization (WCO), in collaboration with the Ghana Revenue Authority (GRA) and the Customs Brokers Association of Ghana (CUBAG), organized a national training workshop on rules of origin for supply chain professionals. The event, held in Accra, Ghana, from 7 to 9 October 2024, aimed to enhance the understanding and application of preferential rules of origin.

This initiative aligns with the WCO’s 2024 theme, “Engaging Traditional and New Partners with Purpose,” which seeks to foster partnerships that support WCO’s goals of trade facilitation, border security, and the strengthening of global supply chain resilience.

In his opening address, Mr. Fechin Akoto, representing the GRA Commissioner of Customs, emphasized the critical role of collaboration among brokers, freight forwarders, and Customs in ensuring the accurate application of rules of origin in Ghana. He urged participants to actively engage in the training to bridge knowledge gaps and align with Customs procedures.

Throughout the workshop, participants explored key concepts related to accurate origin determination, operational procedures, and origin certification. They also discussed concerns such as the low level of awareness and utilization of Free Trade Agreements (FTAs). Additionally, participants shared the challenges they face in managing imports and exports on behalf of private sector clients.

The interactive nature of the workshop was highly appreciated, with participants valuing the opportunity to exchange knowledge and experiences. They expressed confidence that the training would contribute to trade facilitation and promote fair and efficient revenue collection.

The workshop also played a significant role in building trust between Customs and the private sector, with participants commending the cooperative approach taken by all supply chain stakeholders.

The EU-WCO Rules of Origin Africa Programme will continue its collaboration with the GRA and private sector associations to ensure that all relevant stakeholders are equipped with the necessary expertise for the effective implementation and application of rules of origin.
